National Fire Protection
Association Contracts with Danner & Associates
In July, 2003,
the National Fire Protection Association "(NFPA") contracted with Danner &
Associates to draft the proposed revisions to the National Manufactured Home
Construction and Safety Standards ("the Standards" or HUD Code"), codified at
24 CFR Part 3280, in proposed rule format for publication in the Federal
Register.
Prior to the passage of the Manufactured Housing Improvement Act of 2000, which
amended the National Manufactured Housing Construction and Safety Standards Act
of 1974 (42 U.S.C. 5401-5426) ("the Act"), the U. S. Department of Housing and
Urban Development ("HUD") had designated the NFPA to undertake a consensus
process to develop recommendations for new manufactured housing standards. The
Department received recommendations for revisions to the Standards which were
proposed pursuant to the NFPA's consensus process. After the passage of the
2000 amendments to the Act, the Department, in accordance with the mandates of
the Act, entered into a contract with NFPA to administer the consensus
standards development process, to be undertaken by the Manufactured Housing
Consensus Committee (MHCC). Pursuant to the Act, the Secretary appointed the
twenty-one voting members of the MHCC and the one nonvoting member to represent
the Secretary. The MHCC held its first meeting in August of 2002 and began work
on reviewing the recommendations submitted to HUD previously from the NFPA. The
MHCC developed a priority standards revision list and approved, as part of the
new consensus standards development process under the Act, proposed amendments
to the Standards which were submitted to the Secretary of HUD for publication
as a proposed rule.
